this implements "Scheduler" workflow node (part 2 of the new @Pulse tool) - which allows to set periodical execution on a given workflow.
this node requires to know the user context - it contains code from #0000 (rely-in-thread node).
disclaimer: most of the code is vibecoded with 5.1-codex while i did read and fix everything after :)
